Circle rate, also known as guidance value or ready reckoner rate, is the minimum value at which a property transaction must be registered with the government.

In Delhi, circle rates are revised periodically by the Revenue Department and vary significantly based on location, property type, and usage. The government categorizes areas into eight bands (A through H), with Category A being the most premium localities.

Key Points:

  • Circle rate is the minimum, not the maximum value
  • Actual market rates are often higher than circle rates
  • Stamp duty is calculated on the higher of circle rate or declared price
